The text is different. Writ says "...plays on table. Place on your
[Fer] FCA personnel." That is an "immediate" instruction. As soon as
you activate Writ (which you must do immediately after downloading it
with a special download), you must place it on the FCA personnel; it
is not optional.
Mobile Holo-Emitter is optional. It has no text about reporting it
(because the way you play/report equipment is a rule -- you report it
for duty), and downloading it with a special download icon simply
means you play it at The Doctor's location. Its game text says "May
be "worn by" (placed on) one of your [Holo] personnel." Optional text
is a separate action, not a direct result of playing the card. If it
said, "Place on a [Holo] personnel", that would indicate that it must
be done as soon as you report it.

He must.

It's two separate actions. First you download and play the Emitter,
just like you would download and play a Medical Kit using Alyssa
Ogawa. Then, if you are not in the middle of another action (e.g., a
mission attempt), you *may* place it on a [holo] personnel present,
as a separate action.
