Das curen ist zwar eine Aktion, aber es ist eine Aktion, die gestoppte personnel machen dürfen, so wie Organ Theften.

... curing a dilemma outside of a mission attempt is not one of the things that
stopped personnel can't do. *During* a mission attempt, stopped personnel
cannot contribute to the cure, because they are not participating in the mission
attempt. But once the mission attempt is over, nothing keeps them from curing
it.
