Yes - ASP specifies a target for the download, so no quadrant/site
restrictions apply. You could download an cardie SP to *any* site
of *any* cardie nor in *any* quadrant. You could even DL him to a
nor with no docking sites!

No. Even though you may treat Alliance personnel as matching at
sites, Klingons still do not match the Cardassian nor.
